Mr. Richard J. Spencer has over 25 years’ experience supporting national security programs ranging from developing new technologies to addressing challenging issues in support of our national defense.  Residing in Maryland for the last 20 years, Mr. Spencer has dedicated his life to serving the nation through Government and Non-Profit service. 

Currently, Mr. Richard Spencer is a Director at Analytic Services, Inc. (ANSER) responsible for all its Aberdeen Proving Ground (APG), MD based business and its Chemical Biological Radiological and Nuclear (CBRN) based business support in the National Capital Region. His leadership experience and commitment to national defense began with a 6-year career as an Army Officer with assignments at the 1-13 Armor Regiment that included a deployment in support of Operation Iraqi Freedom in 2003.  His active Army service was followed by a five-year stint as a staff officer assigned to the 58th Troop Command in the Maryland Army National Guard. 

Prior to being promoted to Director at ANSER last year, Mr. Spencer’s private sector accomplishments include over five years serving as ANSER’s Program Manager for the Program Executive Office, Assembled Chemical Weapons Alternatives (PEO ACWA) providing acquisition management support on complex matters related to the destruction of the national chemical weapons stockpile.  Mr. Spencer was also dual hatted as the General Manager of ANSER’s Belcamp, MD based office focused on customer delivery and building business at APG.

Prior to joining ANSER in 2018, Mr. Spencer spent 15 years at Battelle Memorial Institute in positions ranging from Research Scientist to Segment Manager focused on supporting government operations, preparedness, critical infrastructure and technology programs related to national security. 

Mr. Spencer received a Bachelor of Science degree in Mechanical Engineering from the United States Military Academy in 1997 and has been a certified Program Management Professional (PMP) since 2009.
